Yes or we don’t move. Joking, we have an engine :) Pedaling is completely optional — nobody is required to pedal, and plenty of guests never touch the pedals at all. The 12 bar seats do have pedals underneath them, which is a fun interactive element if your group wants to join in, but the Harbor Bar is a motorized boat and moves entirely on its own power. Think of the pedals as a bonus activity, not a requirement. If you'd rather sit back at the bar and focus on your drink, that's a completely valid strategy.
